Budget yet performance Notebook for a Student or personal or small business

I have already went through the cheapest Main Stream notebooks or laptops here, at one of my quest to find which one to buy, whether the new 7″ notebook / laptops or the cheapest main stream notebooks / laptops.
Over these months I find my self with so many people asking one simple question, as a student or for basic yet performance need which is the notebook / laptop one should buy or rather what would be a value for money notebook which should not compromise on the performance factor too.
Before I can start my quest to find a budget yet performance notebook / laptop for a student or a small business professional or just for personal mobile usage, I need to shade some light on the subject of Budget.
What exactly can be called budget ?
I have taken a real good look in the present market and after reading all these emails and comments and views which I have received via my blog and forums / ug where I am active in, suggests a range of Rs. 30,000/- to 33,000/- can be considered as our targeted budget.
Value for money ??
What do I mean by value for money ?? Its really simple, as just to ask your self, do you get the performance against the money you are spending ?? As some time people think one must need a Core 2 Duo, where as in fact under a certain budget, one may find a AMD based solution offering far better over all performance than Core 2 Duo based notebook.

Recently I tested and reviewed one of the lowest end budget solution for Intel LGA775, the XFX 630i 7150 which was Rs. 3450/- which gave us option to plan for a Budget Quad Core.
Now its time for me to take a Quick Look at one of the high end product for the Quad Core and Core 2 Duo range, the ABiT IP35-Pro.
The board is generating a lot of hype regarding its built quality and performance, let us take a Quick look at review whether its lives up to its potential on a real word test setup !!!
Over the years ABiT is know to produce performance products, and then again under budget also.. The similar range as this board would be from ASUS and Giga-Byte, how ever ABiT IP35-Pro is the most value for money under this segment !!

With the imminent FSB1600 CPU release, ASUS has unleashed certain chipset capabilities; like the P35 chipset, which is officially stated to only support up to FSB1333 – in order to provide a series of FSB1600 supported motherboards.
Just for information, the only 1600 FSB board at present is Intel QX9770 which is USD 1500.

Personal Computers are becoming more and more cheap by every day, and the Computer manufacturing companies are now looking for the lowest end market.
Indian consumers have always preferred value for money product which in terms which seems to be reflected to the manufacturing companies as cheap products.
The direct result at PC market would be the 7″ screen portable PCs.
The hopes were high when 1st they were 1st announced as the market thought of a product bellow Rs. 8000/- + TAX (may be around Rs. 10,000/-) (USD 199) as a portable but usable product.
Where as when the product now is at market we may see the reality is really different !!
What are these 7″ screen portable PCs ??
The idea is to shrunk the conventional mainstream notebooks to a price tag of Rs. 15000/-. So the concept of having a smaller display and just enough power resourse for running the basic applications..
Few models are asus EEE PC (available) basic model at Rs. 16900/- + TAX.
ACi is offering their version of 7″ at Rs. 15000/- + TAX.
HCL MiLeap is at Rs. 18000/-
Whats the configuration ??
What do you get for more or less Rs. 18500/- for a 7″ screen notebook ? The HCL MiLeap and the ASUS EEE PC is now available in market !!!
